Place the rice, water, and chicken stock in a rice cooker. Follow the instructions on your rice cooker and cook the rice.
Transfer the cooked rice into a non-metal bowl. Mix the salt, cilantro, lime juice, and lime zest with the rice. Set aside and keep warm until you are setting the burritos up.
Cut the skirt steak into portions that will fit in a stainless-steel pan. Combine the canola oil, cumin, garlic powder, chili powder, salt, black pepper, and sugar in a bowl. Toss the skirt steak in and mix until it is completely covered in the spices and oil. Set aside and let rest for 15 minutes.
Heat a stainless-steel pan, with 2 tablespoons of canola oil, over high heat. Sear the steak to your desired temperature. Transfer to a plate and cover in aluminum foil. Allow the meat to rest for 10 minutes.
Slice the meat against the grain in order to avoid the pieces being chewy. Next, slice those pieces into cubes to resemble the beef in the game.
To assemble a burrito, warm a flour tortilla. Add a small portion of rice and then top with the beef. Feel free to add any additional toppings to your burrito to your liking. Wrap it together and enjoy.

*The liquid total for your rice cooked might be less. Make sure to follow your rice cookers instructions for 2 ΒΌ cups of rice.
